Do I need to ask volunteers for release form to run a background check?

Yes, this is recommend and nearly always required. The FCRA requires that you to obtain an individual’s written authorization (typically through some kind of release form) before requesting a background check about the individual for “employment purposes” (which may include individual contractors and includes employment actions other than hiring).
